CAR Coalition Statement on House Energy & Commerce Committee Markup

 

WASHINGTON, D.C. (May 21, 2026) – The CAR Coalition today released the following statement after the House Energy & Commerce Committee considered alternative legislation to the bipartisan REPAIR Act. H.R. 1566, sponsored by Rep. Neal Dunn (R-FL), would provide consumers with expanded repair options by ensuring that vehicle owners can access repair data and tools needed to repair their vehicles.

“We appreciate Chairman Guthrie and Ranking Member Pallone’s acknowledgement that today’s language does not go far enough to protect American families and small businesses. Let’s be clear: codifying a 2014 MOU does nothing to expand consumer choice and instead hands automakers a costly repair monopoly,” said CAR Coalition Executive Director Justin Rzepka.

“Dr. Neal Dunn’s REPAIR Act stands as the bipartisan, vetted solution to provide meaningful relief to American vehicle owners – who are paying 48 percent more for repairs since 2020. We look forward to working with the committee and leaders to ensure that repair affordability and competition are addressed as the highway bill moves to the floor.”

    • Advanced Driver Assistance Systems (ADAS), including sensors, cameras, radar systems, and calibration requirements that increasingly require access to manufacturer-controlled software and vehicle data.
    • Telematics and wireless data transmission systems that now collect and transmit vehicle information directly to manufacturer-controlled cloud platforms.
    • Over-the-air software updates and remote vehicle diagnostics.
    • Connected vehicle technologies and software-driven vehicle systems that increasingly control routine maintenance and repair functions.
    • Electric vehicle systems and associated battery management technologies that rely on complex software and proprietary diagnostics.

According to a national poll, more than 83% of Americans support the REPAIR Act, which would create a national vehicle right-to-repair law, ensuring consumers’ right to choose how and where they fix their vehicles. According to the poll conducted by The Tarrance Group and commissioned by the CAR Coalition, support for vehicle right to repair is strongly bipartisan, with 84% of Republicans and 82% of Democrats supporting the REPAIR Act.
