CAR Coalition Praises Bipartisan, Unanimous Approval of REPAIR Act at House Energy and Commerce Subcommittee Markup

WASHINGTON, D.C. (February 10, 2026) –The CAR Coalition, a growing group of independent automotive parts, management and repair companies, associations, and insurers committed to preserving consumer choice and affordable vehicle repair, today praised the bipartisan members of the House Energy and Commerce Subcommittee on Commerce, Manufacturing and Trade for unanimously advancing the REPAIR Act (H.R. 1566) in today’s markup of bills. The bipartisan REPAIR Act, sponsored by House Energy and Commerce Member Rep. Neal Dunn (R-FL), will provide consumers with expanded repair options by ensuring that vehicle owners can access repair data and tools needed to repair their vehicles.

“Today’s unanimous, bipartisan vote sends a powerful signal that lawmakers agree consumers deserve the freedom to choose how and where they repair their vehicles,” CAR Coalition Executive Director Justin Rzepka said. “The REPAIR Act is about restoring fairness, lowering repair costs, and ensuring independent repair shops can continue serving their communities. We urge Congress to continue this momentum and deliver a national right-to-repair law that ensures drivers control how their vehicles are repaired.”

“If you own your car, then you should own the data generated by your car, specifically critical repair, maintenance, wear and tear, calibration, and recalibration of parts,” said REPAIR Act sponsor Rep. Dunn. “This is the basic concept of ownership.”

“Vehicle ownership is fundamentally important to Americans, and safety and maintenance of those vehicles goes hand in hand,” Energy and Commerce Chairman Brett Guthrie added.

Following today’s unanimous subcommittee vote, the REPAIR Act will next move to the full House Energy and Commerce Committee for consideration, continuing the bill’s strong bipartisan momentum in Congress.

According to a national poll, more than 83% of Americans support the REPAIR Act, which would create a national vehicle right-to-repair law, ensuring consumers’ right to choose how and where they fix their vehicles. According to the poll conducted by The Tarrance Group and commissioned by the CAR Coalition, support for vehicle right to repair is strongly bipartisan, with 84% of Republicans and 82% of Democrats supporting the REPAIR Act.
